Shia got caught STEALING and claimed he was quitting the business and wore a bag over his head at the next awards show that said, "No longer famous." Is Jerry Oconnell just fucking with him?

While I almost certainly don't understand all the details of what is going on, I think I can answer this particular question with some certainty: yes, without a doubt.
But don't forget to add to your summary the bit about Shia opening an art exhibit where he sits and stares at you crying. Which rather defies his claim of not being famous anymore, because if he really believed he's not famous anymore why would anyone show up to sit across from him?

I think it's a shame it didn't get more press.
In one storefront you had a rich celebrity pouting about bad press he was getting because he stole someone else's work and passed it off as his own.
In another storefront you had a rich celebrity chatting up anyone who wanted to engage him.
