Not through tariffs, but by offering studios better deals to stay home. Some states and cities have done just that. If the feds kicked in some incentive to film domestically on top of that, perhaps studios wouldn't film overseas a lot.
Although, the tariffs do zero to dissuade a company if they need to film on location. In fact, it just punishes them.

Technically, there were two minor infractions, but that doesn't really matter. In fact, it doesn't matter if they were criminals or not. The 9/11 hijackers didn't have tons of arrests. A lot of mobsters, gang members, klansmen, mass shooters, serial killers, and so on had no records.

Instead we got articles trying to say illegal crime rates were lower than citizen rates. Hey dumbfucks, their crime rate is actually 100%, and every single crime they commit shouldn't happen because they shouldn't be here.
