My gut says:
1) Why is he allowing strange ports to be open on his internal network?
2) Looks like bots (infected machines), not a concerted defense agency effort.
3) Don't people use peerguardian while using p2p software? Couldn't these just be workers inside those companies also using p2p software?

Most of the comments below that article seem to point out a lot of flaws in the guy's conclusions.
I tend to think he's full of shit. I mean if the government were spying on you, would they really be stupid enough to make it so obvious to people with some computer skill? And even if they did make it that easy to see, wouldn't they simply use a third party that nobody could connect to them? For example, that old Gator spyware would've been a perfect cover.
