UPD[ATE]: Jérémie Noguer, Substance 3D ecosystem's Product Director, commented on the situation, saying that Adobe is "not accessing or reading Substance users’s projects in any way, shape or form nor are we planning to or have any means to do it in the first place."

That's why I put that with the question mark. I've seen it said multiple times on X from various tech and art accounts, but I never saw an article stating it.
The likely explanation for the change I saw was that this move might have AI purposes. Can't sue AI for stealing your shit when the TOS says you allow them to access it.
