I am getting a error message on boot up saying my chipset fan has failed or is failing. When I look inside the case I can see the fan spinning and when I look at CPU temp and Motherboard temps the are around 35 degrees celsius. I have no issues buying a new fan but if it is spinning and temps aren't going up could it be something else that is leading to this error?

CPU Chis Fan Failure.
Make sure all the connections on your motherboard are clean and secure.
If your CPU fan broke, you'd know about it. In fact, some PCs won't even boot up if that fan fails.
When you're checking all those connections, make sure that you blow the case out with canned air.
Also, check all the fans inside and out on your PC, make sure they're all functioning.
