This is Tomlin's team and staff. Everyone except Ben is gone from Cowher's tenure. This is now all Tomlin. Gone is Dick Lebeau and the 3-4. This is the Tampa 2 defense Tomlin wanted when he was hired. It's been around forever, and it's easy to beat even when you have awesome players.
That's the other problem. Tomlin and his staff suck at evaluating talent. The best players they've gotten out of the draft in recent years were Colbert's (our GM) picks, not Tomlin's.

The Steelers will get a third round compensatory pick if Bell leaves in free agency. Thus, offering them that pick, which would be higher up, plus saving them the money they'd pay for Bell is a good deal. Additionally, IF he signs with the Jets, then the 3rd rounder becomes a first or they throw in a second rounder. Something like that.
How do the Steelers turn that down?

First time I've heard the part about guaranteed money. Can kinda understand that.The primary reason he's sitting: Bell's $70-million offer from Pittsburgh over the summer contained $17 million in guarantees. That wasn't enough when Todd Gurley and David Johnson received at least twice that in guarantees.

I can also understand why the team wouldn't want to hand him guaranteed money. He's been suspended for marijuana once, and the second means 1 year. He was suspended for another incident for 4 games a different year. He has never played a full season due to suspension and/or injury.
