It also goes by the titles: Forbidden Empire and Forbidden Kingdom.

A village is terrorized by witches or some shit. Locals draw circles in chalk around themselves for protection. No idea why. That's when a tinkerer/adventurer dude shows up because he's on the run from some powerful dude whose kid he knocked up.

I'm only halfway through it and while it's colorful, bright, and seems filmed well, maybe something is getting lost in translation because it's boring as hell. Crazy ass cool designs for the monsters though. Really digging them. One, in particular, is awesome.

However...by the end of the movie you'll realize you've been had. Lies have been told to the viewer and not in a good way. I'm willing to accept that the translation caused the story to be poorly told. Still doesn't make the movie good. If translation didn't cause the lies, then fuck the filmmakers.
