They blame The Rock, but I think it's more the content.
I've seen very few actual ads for the film, and what I've seen is just the same clip over and over of Rock falling and his leg falling off. I have no idea what the movie is about and I'm guessing other people were in the same boat.

Yeah, I'm not sure what they were going for with this movie. LOTS of setups for characters, but they never follow up. This is the script equivalent of buying a bunch of scratch offs and then only scratching each one halfway then stopping and never finishing.
Too much wasted time with crowd shots too. It's 2019, can we stop pretending that massive crowds would be allowed anywhere near a skyscraper on fire filled with terrorists? Can we also stop pretending they would have any clue about what's going on and would all cheer when a helicopter is landing?
I didn't hate the movie, but it was pretty poorly made. The Rock is the Rock, but everything else was meh. I was more emotionally invested in the building's owner than Rock's family. That's just bad storytelling.
And hey HBO, "Acrophobia suffers: beware!" is the best you can do?
