I think it absolutely could work, but there are two factors that need to be addressed:
1. Where does the money come from?
2. What do you do about people who live off of it rather than be employed?

2. Nothing. That's part of the point. The question (ostensibly) is whether or not social welfare/utility is increased by doing this? Do we have lower healthcare costs, better parents, fewer suicides, more GDP, whatever it is that we use to measure improvements. Do we get 10 lazy people, but 1 who creates a new invention because of this that is worth more than those 10 people would be working?
