Well, not really, but called a common practice unconstitutional.

I wonder what the cities will do since this directly hits their pocket books?

That's an appeals court, not SCOTUS. It could be appealed to SCOTUS, though.

But, like the article says, easy enough to just take pictures instead of chalking.
