PowerBall, $2/ticket.

Yes, please buy some tickets. My spreadsheet says $39 owed. (38 - 19 for the bet + 20 for 2 more rounds). So if you buy... $60 then we're close to even?

Ok, I'll buy $60. I'll send numbers in a bit. Buying them now.

Places with no Powerball.
Alabama, Alaska, Hawaii, Mississippi, Nevada and Utah

Nevada's reasons are obvious, although it's funny the one racket for profit that's prohibited there is the numbers game. Mississippi is in the same boat.

Alaska and Hawaii think their populations are too sparse.

That leaves Utah ...
most legislators are Mormons who oppose gambling

... and Alabama as the outliers. Considering how Mormons keep tithing alive, I can see why they'd tell a lottery to go fuck itself. Alabama is a complete mystery.

Alabama is a complete mystery.

I think maybe 10 people in the state of Alabama can count past 20, so that's probably the main reason.

About 5% can get up to 21. That is curiously the same number of them that have an extra finger or toe.

Hey hey, 3 winners. Not you.
