Inefficient, though. How many houses will be powered by the hippo biofuel conversion plant that you built for 20 mil? Only got a couple hundred hippos to convert.

You can do biofuel efficiently, at least in theory. It's still being worked on.
But you wouldn't build it for a single input type. You'd build it to take organic paste as input, and then convert your input to paste first. Simpler.
