Who cares? It's something. Besides, I'll bet peeps are more afraid of breaking the law over there then they are over here.
And the article does mention some arrests that have already taken place.

It's been against the law to poach rhinos in Africa for fuck knows how long. Many populations were still hunted to extinction ... because the African bush is fucking huge. So is China.
