Peeps getting ticketed when ice flies off their car roofs and hits other cars. Other cars don't know to not give a few car lengths to keep that from happening.
People in the south don't care at all.

I'm always surprised when people drive around with all that crap on their car. I've seen large sheets fall off and hit other cars.
Part of the problem, outside of tailgating, is that at high speeds (45+ mph) the stuff can sheet up, and fly up into their air, hitting other cars that were not within tailgating distance.

The REAL problem is that sometimes those sheets of ice are bonded to the car, and there's no way to get it off without scraping and scratching up your paint. Then as you drive, over time, wind cuts it loose. There's really nothing one can do except be aware of it and prepare for the state to get some more revenue because of it.

I don't have a gigantic laser I can use to heat up the ice and make it let go. Even if I had a garage where I live, only the batshit psycho overpaid executive undead mummies get covered parking at work.

Again, the South solves this by just not going to work when it snows.
South 2, Yankees 0

South 2, Yankees 0 Not my fault one season out of the year shuts down the entire geographic region where you live because an inch of frozen precipitation is an insurmountable barrier. We got shit to do up here, man. Fuck the ice, snow, rain, sleet, and heat.
