So illegal immigration is a problem (not migrant workers, which is a whole other issue despite what the MSM tries to claim), and as a result, states are trying to pass laws to help themselves fight it.
Thus, the entity actually tasked with handling illegal immigration doesn't step up its efforts to stop the problem, which has forced the action, but instead wastes resources in suing the state.
