Apparently, Minnesota state taxes are already pretty high and the governor wants to raise taxes, particularly on the wealthiest citizens?

Question: What would stop these people, who obviously have the means, from simply moving out of your state?

Probably.  Courts = revenue -> citation/tickets/fines.  Lots of parks and rest stops are shut down for the 4th, though.  And the zoo.  And a shitload of fireworks displays.
