Well, both. Â Lost initially, but treaties should have been honored.
In the 1700's a stone-age culture met what was, at the time, high technology. Â It was only ever going to end one way, even without the introduction of new diseases, which was just the way that was, too.
But later agreements should have been honored. The reason they weren't was almost always about money.

Sure, the Indians got screwed. They're lucky they weren't sold into slavery, that being what would have happened throughout most of history.
On the other hand, it's been long enough now that any problems they still have are their own doing. They've been full citizens of the US for generations, and have had plenty of time to make good for themselves. If they still haven't, they have no one to blame but themselves and their continued attempts to cling to a way of life that is doomed to be inadequate in a modern world.

It was almost funny how in the last US history class I took, they were running down the list of places to which indians were being relocated, and almost every time it would turn a corner with, "... and then gold was found on this land..." and then there was another sad story of another relocation.
Funny/sad.
