CA Prison system is enormous, extremely fat in the wallet, and wants nothing more than more and more reasons to build more prisons.
Add in Tobacco/Alcohol companies, and there is just a sea of money that stands between CA and legalization.

Of course with the proper permits. Those counties were brimming with money.
