If something's wrong, it's always because there aren't enough rules in place. That tends to be the nature of those in charge. Unless some unique circumstances occur. If we had to fight a Revolutionary War every fifty years or so, it'd go a long way towards straightening out people's minds. So let's see. On the one hand poor people are getting fatter because they can only afford cheap foods, most of which is heavily processed and high in sugar and fat.
