I would bet you anything their policy is to call 911 and not lay a finger on the student for fear they'd be sued. So they sit and watch this child die while pretending this policy is in her best interest, and not theirs.

If I was the family I'd ask "How many of your teachers are trained on the Heimlich maneuver and how many were attempting to save our daughter using it?"

Sweet.  "Responding to an emergency" = "telling someone else an emergency is happening."  Sure, that's technically a response, albeit one that sounds like you memorized it off a cheat sheet boilerplate given to you by your lawyers.
