Used in the same as any other product lottery I would guess. To give your personal info away for sales and marketing purposes.

So if I'm reading it right, once a certain number of people are waiting it triggers the "sale" and x number of random winners are picked and notified somehow. If you "lose" 5 times in a row, you're entered into a loser's bracket.
