Adding a pinch of salt to a pound cake does not mean you now have a pound of salt. This is pretty straightforward, and is true of all substances regardless of their legality. Either that cop is stupid or disingenuous. And since he's from Round Rock, I have to assume the former is far more likely. It's possible the law is being enforced exactly as written in this case, but then it's the law itself that is either stupid or disingenuous.
