It can be a useful tactic in certain circumstances, primarily those involving public relations in the first world.  There if you can get enough people doing it you can bring public pressure to bear and cause change.

But these guys in Nigeria don't give a shit, and there it's useless.  Less than useless if you are someone in power and the most you do is some lame twitter bullshit instead of taking actual action.

Yeah, I agree the tactic is typically used more to bully than shame.

Anyway, back to the original point, using a hashtag to try and stop a group of folks who murdered people, kidnapped hundreds of girls, and plan to sell them into slavery is beyond ridiculous.

Hashtag activism is a signaling device, for showing how righteous one is. The intended audience isn't the perpetrator of whatever badness. The intended audience is...YOU.

In general, if you can read the sign, the sign is for you.
