If you read the article, a lot of them admit under interrogation that they don't agree with the Taliban leadership or Al Quada. Giving people who followed the wrong path too long an out, particularly if they don't believe in their cause is smart. It'll remove a lot of the Taliban's ability to fight. Sure, it'll be simple for their side to sneak in a suicide bomber or two, but they're hoping they deplete the Taliban of enough forces to make the effort worth it.
