Indeed, perhaps a one-year residency term for the parents should be established or something.Or, taking it in another direction, let's make it profitable. Charge high prices for the medical care of foreign nationals wanting to give their child US citizenship, along with a nice fat special visa charge for them to get here to do it. Technically, you could classify the area under an overpass as a domicile.

Probably wouldn't get enough paying customers to break even on all the increased security & border patrols you'll need. |
