Played this quite a bit ago and it was really cool. You basically play a bond villain and try to stop the CIA/MI6 from entering and destroying your base. It is a city building type game where you need power/food/entertainment for your minions and also death traps for the good guys and equipment for your death ray.
I remember there being some game issues and not everything worked properly and the difficulty ramped up quite a bit in the end if I remember but it was a great idea and a fun game and even better at $2.50 price tag.
