The College of Education & Human Development?
As an alum of that joint, I assure you that particular department is viewed as a fucking joke. There's two banks on the U of M campus. The legit colleges are all on the East Bank -- math, chemistry, physics, hard sciences, etc. The bullshit colleges -- including the biz school are all over on the West Bank. Calling something a "West Bank" class was a derogatory term.
I do know that the computer science department was recently neutered as far as math goes. There seems to be a general, "We need to adjust to the fucked up way incoming students think" rather than straightening out their fucked up thoughts.

I'd also like to add that the current pres of the university is a fuckwit of the highest caliber. Lance Armstrong has more testicles than Robert Bruiniks has IQ points.

based on the assertion that the teachers' lack of "cultural competence" contributes to minority students' poor grades.
Because studying might not have anything to do with it.

From my experience it's not.
But it's not about being part of a minority, it's about being poor. Poor students generally don't study much. Probably because their parents failed to teach them the value of hard work. Which is probably why they were poor.
There are exceptions to that, of course, but usually those exceptions don't stay poor for generations on end.
