I came up with that back in Memphis, in my daily traffic jam because some shithead didn't know how to look before he merged.

I'd love to be able to track down and assign responsibility for that, but it's goddamn near impossible.  I'd settle for the cops pulling over people who are driving in the passing lanes yet seem to get overtaken by everyone to around them.

I envisioned an app.  Someone drives like an idiot, causes traffic problems.  Cop says, "Yep, you suck," and activates the penalty.  Tard loses X, and everyone running that app in that traffic jam receives share of X.  Fuck man, even 2 bucks would improve my mood, just knowing the tard got dinged for some cash.  There needs to be some sort of recompense when one fucking idiot costs 5000 people 20 minutes each, and not just some fine to the city for reckless driving.

Determining the cause is a bitch and even if you could, it would get rolled into insurance and your rates would go so high that they'd make the medical malpractice variety look affordable.  Then there are times when the cause isn't another citizen.  How about when the cause of a traffic jam is a cop being a dick by:

1) Causing everyone behind them to slow down to the speed limit or lower

2) Feeling the need to pull someone over to meet his monthly ticket quota and promptly sucks up half the lanes available for everyone else, probably during rush hour.

I did the Progressive one.  I could basically track every car online within about 20 minutes of whatever action.  Shows time, speed, breaking, how hard the breaking was, and time traveled.  

After a few months they told be I could send the transmitters back and they knocked about 20% off my bill.

Doesn't matter, and the criteria for what constituted a "hard brake" was pretty tight.  For the time the sensor was in my car I had to make much more gradual stops in my speed than I was used to.  Like, you had a 75% full bucket of water in your front seat and didn't want to spill it.

The more "hard brakes" you had, the less of a discount you would get.
