Could be awesome with proper implementation. Which means every level of gov't will fuck it up in every way possible and you'll have intersections with all the lights being perma-red.

Doesn't matter, and the criteria for what constituted a "hard brake" was pretty tight. For the time the sensor was in my car I had to make much more gradual stops in my speed than I was used to. Like, you had a 75% full bucket of water in your front seat and didn't want to spill it.
The more "hard brakes" you had, the less of a discount you would get.
