Sure they do. But note how the article continually refers to "Conservative" MPs. Top parties in Costa Rica's 57-seat legislature:
National Liberation Party (PLN): 46.91%, 24 seats, centre-left
Citizens' Action Party (PAC): 25.06%, 12 seats, left
Libertarian Movement Party (PML): 20.92%, 9 seats, centre-right, but given their platform they'd probably support it
They could repeal it, but they don't have the votes. The three parties I just listed make a supermajority.
