No, it ought to be something far more invasive, like: if a woman wants birth control pills, she needs a signed affidavit from a sexual partner (capable of impregnating her) saying that some day he wants to father children with her and the contraceptive measures are just temporary until their lives are in the right place.  Otherwise, fuck it, you can just have your tubes tied now and save everyone some time and potential unplanned kids later on.
