Big-picture stuff.  Overwhelms you wondering things like how 50 billion dollars can be spent in the Department of Education, when to my knowledge, they don't actually teach anyone anything.  

But I don't think we can get a line-item version, so who knows where all that money goes.

I can tell you that the things I know about the DoE doing are giving out huge grants for all sorts of things - almost always along the lines of spending money on poor kids to try to get them edumacated, and generally failing more then succeeding  - and also spending tons more on administration, bureaucracy, and stupidly wasteful overhead.
